Three public hearings are scheduled for the June 22, 2026 regular Lloydminster City Council meeting. With days remaining, a review of the city’s own public facing channels raises questions about whether residents can easily find that information.
A review conducted June 10 and this morning of the City of Lloydminster’s Public Notices and Public Hearings webpage, Facebook page, Instagram page, Twitter page, and LinkedIn page found no notices or public hearing information related to the upcoming June 22 hearings prominently displayed on any of those platforms. The city’s Public Notices and Public Hearings page shows no new notices since March 25, 2026.

The notices for the June 22 hearings were located in the electronic edition of a local weekly publication. That publication publicly disclosed it received approximately 5,275 views of its electronic edition in May 2026, averaging roughly 1,300 views per week. Lloydminster has a population of approximately 37,000 adults.
The City of Lloydminster’s Public Notification and Advertising Bylaw, Bylaw 13-2023, requires public notices to be given through any two or more of the following methods: prominently on the city’s official website, prominently on the city’s official social media, or published in a local weekly newspaper in print or electronic form.

Based on the review conducted, notices for the June 22 hearings appear to be present in the electronic edition of a local weekly publication. Prominent posting on the city’s own website or social media platforms was not identified during the same review period.
The bylaw is built on a principle established under Section 159.1(2) of the Lloydminster Charter. Before passing Bylaw 13-2023, Council was required to be satisfied that the chosen methods would likely bring matters to the attention of substantially all residents in the affected area.

Whether the current process is achieving that standard is a question residents and Council may wish to examine before June 22.

SimilarWeb’s limitations as a third party estimation tool were disclosed clearly in that reporting.
Since publication, the local weekly publication referenced in that story publicly disclosed its own verified analytics. It reported 99,300 total website views and 5,275 electronic edition views in May 2026.

For context, BorderPulse has recorded over 3,000 e-paper views 24 hours after this weeks edition was released June 10. This publication recorded 146,912 verified page views in May 2026. Canada accounts for 95 per cent of BorderPulse’s total traffic a large majority of that within our own region. BorderPulse also distributes 100 physical print copies weekly throughout Lloydminster to places, where mainly seniors, can get access to local news.
The substantially all residents question raised in the first story remains unanswered. The June 22 hearings are scheduled for 2 p.m. at Council Chambers, City Hall. Residents wishing to speak may attend in person or register electronically through the City Clerk’s office at least 72 hours prior to the hearing.
*BorderPulse has submitted a formal delegation request to appear before the Governance and Priorities Committee on June 15, 2026 to address concerns regarding the city’s public notification process. As of publication, no response to that request has been received from the City Clerk’s office.
