Lloydminster council has approved shifting more than $536,000 from wastewater reserves to support the Cenovus Energy Hub project.
The funding reallocation was approved during the final March 9 council meeting as part of revised funding sources for the multi-use sports facility.
Administration said the funding adjustment is tied to a change in the scope of work on 41 Street, rather than a shortfall in overall project funding.
Officials said the use of wastewater offsite levy funding reflects the infrastructure-related nature of the expanded work.
“This is part of the overall funding strategy for the project,” administration told council.
The money is being transferred from the city’s wastewater offsites reserve, which is typically used to support infrastructure tied to growth and development.
Coun. David Lopez questioned how and why those funds were being redirected.
“Where is this money coming from?” Lopez asked during the discussion.
Administration confirmed the source and said the reallocation does not impact current wastewater operations.
“This is coming from the wastewater offsites reserve,” administration said.
Officials said those reserves are used for broader infrastructure planning and can be reassigned when priorities shift.
Council also heard that the change is part of ongoing adjustments to ensure the project remains fully funded.
“This aligns the funding sources with the current scope of the project,” administration said.
The Cenovus Energy Hub project has been a major capital initiative for the city, with funding coming from multiple sources over time.
Council approved both the transfer of $536,893 and the revised funding structure for the project.
*Correction: This story has been updated to clarify that the wastewater reserve funding was tied to a change in scope on 41 Street, not to cover a project funding shortfall. The approval also occurred at the March 9 council meeting.
