The City of Lloydminster has confirmed the next available step for three taxi brokers, including Viper Taxi, following a recent license refusal: a formal appeal under municipal bylaw.
In a written response to The Border Pulse, city officials said the Taxi Broker Application Refusal, issued Feb. 18, 2026, is subject to the appeal provisions outlined in Bylaw 17-2025, the Taxi and Vehicle for Hire Bylaw.
“The Taxi Broker Application Refusal, issued February 18, 2026, is an ongoing matter and is subject to an appeal process in accordance with Municipal Bylaw 17-2025,” the city stated. “Therefore, the City of Lloydminster is unable to provide further information at this time. Five taxi brokers remain licensed to operate in Lloydminster.”
The refusal affects Border Taxi, Courtesy Cabs and Viper Taxi. The city has confirmed those companies are not authorized to operate within municipal boundaries or participate in the Seniors Taxi Program.
Under Section 13 of Bylaw 17-2025 17-2025-taxi-and-vehicle-for-hi…, a person affected by the suspension or refusal to renew a Taxi Broker Licence may file a written appeal with the City Clerk within 14 calendar days of the decision.
If an appeal moves forward, the City Clerk may establish an appeals committee consisting of three senior members of administration and, if deemed necessary, one member of council appointed by the mayor. The bylaw states that decisions made through the appeal process are final and not further appealable.
The city has not confirmed whether an appeal has been filed by Viper Taxi, Border Taxi and Courtesy Cabs.
While officials cited the open appeal window as the reason for declining further comment, the bylaw allows refusals on what it describes as “just and reasonable grounds.” These may include repeated bylaw infractions, public safety concerns or information provided by police.
Five taxi brokers remain licensed to operate in Lloydminster:
- Co-op Taxi
- Kings Cabs
- Lloyd Taxi
- Taxi FilCanadian
- Yellow Cabs
Residents, particularly those participating in the Seniors Taxi Program, are encouraged to confirm they are booking with authorized providers.
The 14-day appeal period remains open from the date of refusal.
