Lloydminster council will deal with three items Monday through the Governance and Priorities Committee meeting on December 8.
Council is expected to formally recognize firefighter Leonard Minish, who received the Governor General’s Commendation for Bravery in recognition of his actions in 2021.
Administration will also present its 2025 update on the City’s Social Policy Framework, which focuses on three areas.
Housing and homelessness
The City held a housing symposium in 2025, created new Shelter Standards, and is preparing a tenant guide to help residents understand rental rights and responsibilities.
Mental health
Nearly 70 residents completed Mental Health First Aid in 2025. Administration says the long-term target is 1,000 trained community members.
Access to services
A new Asset Mapping Project will begin in 2026. The goal is to map existing health and social services, identify gaps, and improve navigation for residents on both sides of the border.
The report also outlines next steps, including adopting Shelter Standards as best practice and planning a 2026 homeless count.
Council will also review a draft bylaw for a $5.5 million long-term loan to replace the City’s municipal and financial software during the Monday meeting.
The plan calls for borrowing up to $5.5 million over five years, with an interest rate capped at six per cent. The actual rate would be set once the borrowing is approved.
City debt as of December 31, 2024, is $62.4 million, which is about 38 per cent of the allowed provincial debt limit. Debt servicing currently uses 21.9 per cent of the annual limit, meaning this loan keeps the City within its legal thresholds.
Committee members have forwarded the draft loan bylaw to council for discussion and direction.
