Alberta RCMP have charged Randy Lysohirka, 40, of Lloydminster with second-degree murder in the fatal shooting on 50 Avenue.
A warrant is out for his arrest. Lysohirka remains at large, RCMP said Wednesday.
RCMP identified the victim as Nolan Whitestone, 22, of Lloydminster. He died at the scene.
Police believe Lysohirka has the firearm. RCMP are asking the public not to approach him.
RCMP describe Lysohirka as 5-foot-7 and 160 pounds, with a light complexion, black hair and brown eyes.
Lloydminster RCMP were called to a shooting on 50 Avenue near 47 Street around 11:09 a.m. Monday, Sept. 21. Fire crews and EMS tried to save the victim.
Investigators later analyzed footage of the area and identified a suspect, RCMP said. The Alberta RCMP Major Crimes Unit took over the investigation and laid the charge.
Police have said they believe the shooting was targeted.
