Lloydminster city council granted first reading Sept. 21 to a bylaw that would rezone land in the Larsen Grove neighbourhood for higher density housing, despite opposition from some neighbouring landowners.
The bylaw would redesignate about half a hectare near 38 Street and 42 Avenue from low density to medium density residential.
Planning Services presenter Natasha Pidkowa said the change supports the developer’s plans for the area.
“The applicant is requesting that the lands be re-designated to medium density residential to facilitate a higher density form of residential development,” said Pidkowa.
Five landowners responded during the public referral period, which closed Aug. 26. Three opposed the application, one supported it and one asked for more information. Internal city departments raised questions about parking, traffic, drainage and servicing, while also expressing support for more medium density housing in the community.
Councillor Whiting asked whether opposed residents will still get a chance to be heard.
“We do give an opportunity for them to give those concerns to us through a public hearing,” said Pidkowa, confirming she will personally notify the landowner who requested more information.
Coun. Justin Vance asked about a grassy parcel west of the site, near land that stretches toward the hospital.
Pidkowa said the land is privately owned and sits in a transitional district, a holding designation that applies until future development occurs. She said there is no guarantee the land will remain undeveloped, but no development plans currently exist for it either.
Council voted unanimously to grant first reading and to establish a public hearing for Oct. 26 at 2 p.m. Councillor Whiting moved the motion, seconded by Coun. Taylor.
